Harvak was a Romulan who [[Prosak]] met at a [[RommaVulc]] meeting in her youth. He was disappointed at that time that Prosak already had a sharal. He also did not agree with the RommaVulc's plan to spread their beliefs. Instead, he felt that unification with the Vulcans required strong leadership, careful planning, and swift action. After learning that Prosak had broken up with [[Vorak]], he again tried to convince her to join with him instead of going to Starfleet Academy. She refused.
