Under Sh'rak's orders, the Vulcans built a fleet of warships and took over the Federation/Romulan neutral zone, cutting off all communications with the Romulan Empire. As tensions rose and the Federation prepared for war with the Vulcan Alliance, Sh'rak sent out a quadrant-wide broadcast stating the the Vulcans were unifying with the Romulans and that they would then turn their attention to the other species of the galaxy that did not follow the way of logic. Sh'rak was a Vulcan dockmaster who spoke with Lieutenant Shelly Marsden when she was taken to Vulcan by the KlingaVulcs who wished to debate the Vulcans and convince them to unify with the Klingons. Sh'rak also participated in this debate and lost a hand to one of the KlingaVulcs' bat'leths when the debate did not go well. The hand was later reattached. (The Ears Have It [BG])
After the Vulcan seceded from the Federation, Sh'rak was made High Chancellor. He traveled to Qo'nos, after Krard contacted the Vulcans asking for them to join with the Klingons. Sh'rak agreed to help, and the Vulcans took over the remnants of the Klingon Empire. (Wagon Train To Qo'nos [BG])
