He ordered the Secondprize to rescue Dr. Robert Tulson from the Joegonots and later served on the inquest panel investigating Rydell's actions during that mission. ("Star Traks 3" [TRK]) After his return from Quonos, Wagner headed up the Waystation project, which quickly install a Federation presence near Mutlek space after an unsuccessful first contact was made with that species by the Secondprize.
