Inept counterpart of Commander David Conway in the over-happy Federation of Fun ("Happy to See You" [VEX]). Later was freed of the evil mind-shifting ray that had made him happy ("Worlds Apart" [VEX]), only to be assimilated by happy Borg and re-happied some time later ("Many Happy Returns" [VEX]).
