Sh’rak
Sh'rak was a Vulcan dockmaster who spoke with Lieutenant Shelly Marsden when she was taken to Vulcan by the KlingaVulcs who wished to debate the Vulcans and convince them to unify with the Klingons. Sh'rak also participated in this debate and lost a hand to one of the KlingaVulcs' bat'leths when the debate did not go well. The hand was later reattached. (The Ears Have It [BG])
After the Vulcan seceded from the Federation, Sh'rak was made High Chancellor. He traveled to Qo'nos, after Krard contacted the Vulcans asking for them to join with the Klingons. Sh'rak agreed to help, and the Vulcans took over the remnants of the Klingon Empire. (Wagon Train To Qo'nos [BG])
Sh'rak brainwashed Commander Prosak and sent her to assassinated the new Romulan Praetor as part of a plot to end the Romulan/Federation alliance. The plan was foiled by Rosalyn Bain, but there was no proof of the Vulcans' involvement. (Breaking In Is Hard To Do [BG])
Under Sh'rak's orders, the Vulcans built a fleet of warships and took over the Federation/Romulan neutral zone, cutting off all communications with the Romulan Empire. As tensions rose and the Federation prepared for war with the Vulcan Alliance, Sh'rak sent out a quadrant-wide broadcast stating the the Vulcans were unifying with the Romulans and that they would then turn their attention to the other species of the galaxy that did not follow the way of logic. When Captain Reginald Bain led a team to Vulcan to get Sh'rak, he knew they were coming and was waiting for them in his office. Bain tried to reason with Sh'rak, to no avail. Sh'rak ordered his guards to kill the Starfleet team, and they were only saved by a timely intervention by Rosalyn Bain. Sh'rak beamed to safety before Rosalyn could get to him.
