Doc

An imperfect copy of the USS Voyager's Emergency Medical Hologram that was accidentally created by Dillon Enterprises employee Dr. Fouklok when he, under orders from Bradley Dillon, tried to copy the EMH's database. The database copy was successful, and Bradley was able to use the information in it to destroy Kathryn Janeway in their presidential debate. Extra information was also in the copy, though, and it was able to form itself into a copy of the EMH containing all of the negative impluses and emotions he had experienced and not expressed during his years on Voyager. As a result, Doc, as Dr. Fouklok named him, was rather foul-mouthed.

He was still sentient, though, and, after learning about the existing of Doc from Ensign Tina Jones, Captain Lisa Beck sent Banyon Kovacs in to retrieve the hologram. Kovacs was captured, but not before he was able to transfer Doc's program into a data storage unit hidden in his pants. Beck, Jones, and Lieutenant Commander Craig Porter rescued Kovacs and Doc, at which point Doc was sent to Dr. Zimmerman, the creater of the EMH. After deciding that Doc was thoroughly unpleasant, Zimmerman sent him off to the mines with the rest of the EMH Mark Ones. (Can Your Camel Hold One More Straw?, Going My Way? [WAY])
