Councilor Fexora was an official of the Romulan court system and graduate school friend of Commander Prosak. Both are RommaVulcs, and Fexora commed Prosak about a RommaVulc conference on Reno before realizing that Prosak wasn't supposed to know about it and abruptly closing the channel. (Rumor Control [BG])
